He pointed out that Hainan province has salient advantages over the sites of other parks in its wonderful natural environment and low investment cost. The company will dedicate itself to building Haikou Optic-electron International Information Park into the training, R&D, and production base of domestic and overseas companies listed among the Fortune 500.

According to the practical conditions of the information industry in Hainan province, the strategy of developing it and attracting the companies listed among the Fortune 500 should be implemented by "three steps": the first step is to attract these companies to set up their training centers here by taking advantage of the local natural resources; The second is to set up the R&D center on this basis. After the enforcement of these two steps, these companies will be deeply impressed by Hainan province and eventually establish their own production bases in Hainan.
