---2006 summary and 2007 planning discussion meeting held by BIIP

CIIC held a 2006 summary and 2007 planning discussion meeting at BIIP from December 28 to 29, 2006. The theme of the meeting was Integrating Resources and Starting from Scratch. CIIC President Wang Tianyi positively commented on the accomplishment of BIIP in 2006, and proposed requirements for the plan of 2007.

Liu Qun, Deputy president of CIIC and General Manager of BIIP, reported 2006 work summary and 2007 plan of the company to participating CIIC leaders and CIIC functional departments on December 28. Mr. Liu reported three points. Firstly, BIIP held historic responsibilities, and explored strategies of economic development in the Park. Through efforts of several years, Beijing International Information Industry Base turned from a wild flat into a modern high-tech industrial park with a certain scale. The objective of signing agreements with 10 parks in other places in 2006 was realized, so the first step to integrate land resource was accomplished. In addition, breakthroughs were made to develop international parks in Pakistan, Romania, Poland, and Vietnam, which laid a foundation for economic development in the park and strategic implementation of developing overseas market.

Secondly, BIIP made great achievements in integrating high-end resources. The State-Guest Entrepreneur's Club played an important role in integrating international politicians, top 500 enterprises, embassies and consulates in China, international and Chinese commercial federations and societies, international funds, and other resources. This helped control resources and accumulated resources for the transfer from Park Economy to Park Finance.

Thirdly, BIIP focused on developing Beijing Base from the scratch. The Approval Certificate of Construction Land has been issued for Phase I plot by the state, and the legal status was consolidated. The strategy of turning land into buildings was implemented. Standard workshops of 15,000 square metres of Phase I have been built up and were on sale by contracts. The staff team got younger and energetic. The operation performance increased by 41% compared with that in 2005. BIIP passed ISO9000 quality system certification and promoted general management level.

On December 29, according to President Wang's direction, functional departments of BIIP reported work summaries of 2006 and work plan and implementation scheme of 2007 to President Wang and other CIIC leaders. President Wang provided important directions to each department, and approved that the Park Development Department signed agreements with 10 parks in other places. President Wang required to furnish the department in 2007 (5-10 persons for each park), arrange persons to work in other parks as soon as possible, emphasize on evaluating plots in the parks, find out plots with great appreciation potential, promote communication to obtain governmental approval as soon as possible, plan and initiate the parks, and drum up for investment in the parks. As to the Yellow River Economic Development Zone, President Wang required to focus on high-end resource integration, and well prepare for the Yellow River Forum in the sense of being responsible for spreading Chinese civilization. In addition, President Wang also mentioned planning and budget of Yellow River Park, and required to create a cultural and historical environment to prepare for initiating construction.

President Wang praised that the Early Development Department of Beijing Base obtained the Approval Certificate for Construction Land issued by the State for Phase I land in the Base, and increased development area and benefit space through various means, including increasing floor area ratio. President Wang directed to scientifically plan the plot beside the freeway to maximize profit. In terms of reporting for approval of Phase II land, President Wang asked to work hard to make out municipal planning and project design in advance, and prepare for construction on the land of 1.4 million square metres in 2007.

President Wang was satisfied with the work that the International Department, Finance and Investment Department, and Foreign Communication Department developed the resources of world top 500 enterprises, embassies and consulates in China, and international and Chinese commercial federations and societies, and helped Chinese enterprises realize financing of 40 million US dollars. President Wang reaffirmed to focus on the embassies and consulates of about 10 developed countries such as the US, UK, and France, top 500 enterprises, commercial federations and societies, and funds in order to serve Park Economy and help transfer to Park Finance. President Wang required to do well club activities to attract and collect resources.

With respect to the Planning Department, President Wang approved that planning helped publicize company concept and resource and promoted project sale, and appraised the work style of paying attention to details and pursing practical effect of the department. President Wang asked the Planning Department to focus on publicizing and promoting the project of 1.4 million square metres and participate in planning and preparing for the Yellow River Forum.

President Wang was content with the efforts and results of the Sales Department and encouraged the staff to keep working hard and to do well in selling the project of 1.4 million square metres in 2007. In addition, President Wang required recruiting excellent salesmen with park sale experience, and spending 500,000 to one million yuan on rewarding excellent salesmen.

In respect of the Human Resource Department, President Wang affirmed the energy and vigour of the young team of BIIP, requiring recruiting excellent salesmen and development staff of parks in other places and enhancing the system of "training two and selecting one".

With regard to the Engineering Department, President Wang approved of on-site construction management, safety management, and construction progress, requiring the department scientifically preparing for and managing the project of 1.4 million square metres and providing high-quality architectural works for customers.

President Wang expressed satisfaction with the general operation work and the performance of developing overseas parks of the Operation Department, requiring the department strengthening the function of operation commanding centre, generally arranging sight planning, product positioning, and marketing strategy of the Park, and contributing to realizing the company's objective of "taking off from the Great Wall and Landing on the Yellow River".

President Wang also commented on the work of the General Office and the Budget Department. At last, President Wang required that BIIP should take the historical responsibilities, focus on construction and investment encourage of the sample Beijing International Information Industry Base, carefully plan the development of parks at other places and be fully confident, insist on the development direction of Park Economy, and finally skip to Park Finance. Furthermore, President Wang required that the company should abide by the working principle of integrating high-end resources in order to serve Park Economy and Park Finance. At last, President Wang hoped the company could accomplish the project of 1.4 million square metres from scratch with flying colours. President Wang said that brilliance comes from competition and solidification brings excellence, and expected remarkable achievements of BIIP.

General Manager Liu Qun said that the staff of BIIP would work hard to take historical responsibilities and try the best to fulfil the development objectives specified by the Board of Directors of the Group.
