CIIC Signed a Cooperation Framework Agreement on the
Development and Building of the Yellow River Cultural
Park Program with Weinan Municipal Government

From August 27 to 29, under the
invitation of CIIC, Cao Lili, the mayor of Weinan Municipal Government,
along with the municipal delegation arrived in Beijing, and held deep
talks on the development of the Yellow River Cultural Park Program with
CIIC. The two parties reached wide common ground, and signed "the
Cooperation Framework Agreement on the Development and Building of 'the
Yellow River Cultural Park Program'".
Weinan municipal government paid great attention to the talk about the
Yellow River Cultural Park Program with CIIC. The chief leaders from
the municipal departments such as the development and restructuring
committee, planning bureau, travel bureau, environmental protection
bureau, and financial administration and so on also attended the talk
besides Mayor Cao Lili and Tian Changjun, the executive vice-mayor.
Liu Xinwen, the secretary of the Weinan Municipal Committee, participated
in part of the talks and made instructions in details by means of the
gap before going abroad to conduct a study. Tian Geng, the president
assistant of BIIP, and Tian Zhenxing, the vice general manager, conducted
the negotiation with the delegation of Weinan Municipal Government on
behalf of CIIC.
During the negotiation, many political leaders both domestic and overseas
attached great importance to the talk about the development and building
of the Yellow River Cultural Park between CIIC and Weinan Municipal
Government. He Yafei, the minister assistant of Foreign Affairs, met
Mayor Cao and her delegation, and Ma Zhengang, the president of China's
Institute of International Studies, and Zhang Hongxi, the president
of World Affairs Press, presented the work dinner. Sun Gonglin, the
secretary general of China Society for Promotion of the Guangcai Program,
and Fu Zhongshi, the minister of Program Department, took part in the
talk and the signing ceremony. Neil Bush, the partner of CIIC, who was
paying a visit to Beijing, also had breakfast with Mayor Cao Lili, and
expressed that they would participate actively in the development of
the Yellow River Cultural Park Prgoram.
After repeated and full communication and negotiation, Weinan Municipal
Government and CIIC reached common ground. Weinan Municipal Government
completely agreed and would fully support CIIC to develop and build
the Yellow River Cultural Park Program in the territory of Weinan, and
in the process, they would give full assistance and provide relevant
preferential policies. The two parties tentatively decided that the
park site would be located in the cross of the three rivers, i.e., the
Yellow River, Luohe River, and Weihe River, and it would be further
determined after CIIC conducted a field investigation in the last ten-day
of September.
On August 29, 2007, the two parties signed the cooperation framework
agreement. Sun Gonglin, the secretary general of China Society for Promotion
of the Guangcai Program, and Fu Zhongshi, the minister of Program Department,
the delegation of Weinan Municipal Government, the leaders of CIIC and
the members of the Yellow River Team witnessed the arrival of the historic
moment. The successful signing of the cooperation agreement proves again
the correctness of President Wang's concept on developing the park in
other domestic regions, and it symbolizes the Yellow River Cultural
Park Program enters formally a substantial work stage. As the main body
of the Yellow River Cultural Park Program, BIIP will continue to insist
on the Beijing Park road under the guidance of President Wang's mode
of developing the park in other domestic regions in the future work.
It is convincing that a modern park with culture, ecology and technology
as a whole will stand erect on the bank of the Yellow River in the near
future.
