BIIP Signed Commission Development Agreement with the
Management Committee of Pengzhou Industry Development Zone

committee of Pengzhou Industry Development Zone
It is fruitful everywhere in September
when the harvest season comes, and the autumn rain continuously flies
in Sichuan Basin. On September 30, 2007, Liu Qun, the vice executive
president of CIIC and the general manager of Beijing Yongfeng International
Information Park Co., Ltd. (BIIP for short), on behalf of CIIC, and
the management committee of Pengzhou Industry development Zone reached
a consistent cooperation intent on the development and construction
of Sichuan Petrochemical Industry Park program in Pengzhou, and the
two parties signed a formal commission development agreement. Feng Kui,
the deputy director of NDRC SME International Cooperation and Coordination
Center was invited to attend the signing ceremony.
With the downriver product of PetroChina Sichuan 800 thousand ton/year
ethylene program as the raw material, Sichuan Petrochemical Industry
Park focuses on the development of petrochemical downriver processing
and the supporting industries.
On November 13, 2005, NDRC approved formally the PetroChina Sichuan
800 thousand ton/year ethylene program. On February 28, 2006, the program
was formally kicked off in Pengzhou. On July 27, 2007, State Environmental
Protection Administration of China passed the regional environmental
evaluation of the Sichuan Pengzhou 10 million ton/year oil refining
program.
This is a signal to create history, which indicated that a roaring Pengzhou
has sprung up before us.
According to the development plan of PetroChina Sichuan petrochemical
base, the Sichuan Pengzhou 10 million ton/year oil refining program
and 800 thousand ton/year ethylene program will be constructed in three
stages, which were tentatively divided into initial stage, development
stage and rapid development stage.
With the responsibility sense of creating history and the view of strategists,
CIIC sent staffs to Pengzhou to inspect on the field on March 15, 2007,
and made a decision to invest on Pengzhou supporting petrochemical industries
in a very short time. After lots of communication and exchange with
the management committee of Pengzhou Industry Development Zone, the
two parties reached the cooperation intent, and signed a cooperation
agreement on April 28. And on May 8, CIIC set up Pengzhou Office, and
sent staffs to Pengzhou Industry Development Zone.
Upholding the great flag that the board of directors of CIIC promotes
China's regional economic construction, under President Wang's spirit
of developing and constructing the parks in other places of China as
well as the correct leadership of General Manager Liu and other leaders,
Pengzhou Office invited the relevant leaders of Pengzhou Government
to the headquarters of CIIC to conduct program exchange and cooperation
negotiation twice. Under the joint endeavor of General Manager Liu and
the relevant leaders of Pengzhou Government, the two parties reached
common ground on the commission development agreement of the development
and construction of "Sichuan Petrochemical Industry Park".
On September 29, accompanied by Tang Hongzhi, the vice general manager
of BIIP, Liu Qun, the vice executive president of CIIC and the general
manager of BIIP, flew to Pengzhou. Accompanying him was also Feng Kui,
the deputy director of NDRC SME International Cooperation and Coordination
Center.
On September 30, BIIP conducted the final communications on the detailed
issues in the commission development agreement of the development and
construction of "Sichuan Petrochemical Industry Park" including
the location selection, the scale and cycle of the development and construction,
the program investment scale, commission development mode, profit mode,
land premium, land compensation, and development and construction goals
and etc with Pengzhou Government, and the two parties reached completely
consistent agreement.
The successful signing of the commission development agreement of Sichuan
Petrochemical Industry Park is a embodiment that the policy of developing
parks in other places of China is correct, which symbolizes the initial
success of the layout of Chengdu Park, stepping the key step for replicating
the mode of Beijing Park. Meanwhile, it also lays a solid foundation
for CIIC's great ambition of promoting China's regional economic construction
and reviving great Chinese civilization.
According to the initial plan, Sichuan Petrochemical Park, from the
height of city operation, will build a petrochemical industry park with
"six functions (including green ecology, golden business, and world
connection point and so on) in one park", which is the most competitive
in southwestern region and even in the whole country by means of the
perfect integration of the various industrial functions such as the
manufacturing and processing, storage and transportation, logistics
and distribution, office and leisure, staff accommodations, international
communications and etc with the city functions.
It's convincing that a new modern petrochemical city with rich economic,
technical and cultural connotations will stand erect in Pengzhou, and
CIIC is committed to devoting itself to promoting China's regional economic
construction and the renaissance of China's civilization.
